DIRECTOR OF FACILITIES
DUTIES AND FEATURES OF THE CLASS:
The incumbent in this class oversees the daily operations of the Facilities Engineering and Facilities Management staff and all facilities-related engineering projects. Ensures all engineering functions and staff performance meets the standards established by the Sussex County Engineer and County Administration. Work is performed under the general supervision of the County Engineer.
EXAMPLES OF WORK:
Oversees division staff and budget, as well as actively participates in project design and implementation for new building construction and major/minor upgrades and repairs; oversees the Monitoring and Evaluation asset management programs; participates in the Delaware Coastal Airport engineering projects; collaborates with engineering consultants, regulatory agencies and other industry professionals to confirm project standards and compliance; investigates field conditions and customizes specifications to ensure efficient project implementation; develops and assembles bid documents in accordance with Federal, State and County technical and procurement standards; manages and directs the work of subordinate staff; performs related work as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of engineering principles, environmental and regulatory constraints, construction means, methods and materials; extensive knowledge of standards used in the design and construction of buildings and associated electrical and mechanical systems; knowledge of Federal Aviation Administration regulations applicable to Delaware Coastal Airport design and operations; ability to develop, interpret and manage project budgets, documents, and schedules; ability to develop and implement staff assignments that support and accomplish the Engineering Department’s mission; ability to establish and maintain effective working relationships with department heads, elected officials, staff, representatives from other agencies and the general public.
QUALIFICATIONS:
Minimum of a Bachelor’s Degree in Mechanical or Electrical Engineering and registration as a Delaware Professional Engineer (PE) with ten (10) years of progressively responsible engineering and management experience; three (3) of which must be in a supervisory capacity such as planning, assigning, reviewing, and evaluating the work of others; proficiency in Microsoft Office (Word, Excel, Outlook, and PowerPoint) is required; excellent organizational and customer service skills; excellent verbal and written communication skills.
